MTPL (Motor Third Party Liability) insurance is a mandatory liability insurance, without which a vehicle cannot be used on the road. In the event of a traffic accident, the insurer covers the damages caused by the at-fault driver to the victim, ensuring that the person responsible for the accident does not have to personally pay for the damages.
In Estonia, you are not required to carry the MTPL insurance policy with you while driving.
It is important to remember that if the MTPL policy specifies the vehicle's use as a standard passenger vehicle, it cannot be used for activities that require special conditions, such as courier, taxi, or rental services.
The Green Card is an international document that proves the existence of MTPL insurance when traveling abroad. If you are traveling from Estonia to countries in the European Economic Area (including the European Union) or Switzerland, you only need to carry your standard MTPL insurance policy. However, if you are traveling outside the European Economic Area, you must carry a Green Card that serves as proof of MTPL insurance. The Green Card is issued free of charge for the duration of the policy's validity.

As of June 1, 2023, the Green Card issued for an Estonian vehicle is no longer valid in Russia and Belarus. Therefore, starting from June 1, 2023, you will need to purchase specific border insurance when crossing the border into these countries.
Every insurance provider has its own methodology for calculating the exact insurance premium, both for CASCO insurance and mandatory motor insurance (MTPL). The size of the premium depends on factors such as the insurance history of the owner or responsible user, information obtained from the population register, the vehicle's technical specifications, its usage, and many other factors. For CASCO insurance, the extent of coverage also significantly influences the premium—the broader the coverage, the higher the premium. Typically, premiums increase the following year after an insurance claim. Conversely, premiums may decrease if no claims were made during the previous period. The motor insurance history is visible to all participants in the insurance market, so claims made with one insurance company can affect your CASCO and motor insurance premiums with another insurer as well.

The insurance contract is signed with the assumption that it will remain valid throughout the entire insurance period, but there are exceptions where the contract can be terminated prematurely, such as:
• In the event of the vehicle's destruction or theft;
• If the vehicle cannot be used for more than a month due to technical reasons;
• When the vehicle is removed from the register;
• Upon the termination of the leasing agreement if the vehicle is returned to the lessor;
• Upon selling the vehicle.
It's important to remember that only the policyholder or the new person responsible for the insurance can cancel the motor insurance policy. For example, if the vehicle has been sold and re-registered in the name of the new owner in the traffic register, the previous owner can no longer cancel the policy, as all rights and obligations immediately transfer to the new owner. After the vehicle is re-registered in the motor register, the new owner can arrange a new motor insurance policy, which will automatically terminate the validity of the previous policy.

• First and last name;
• Personal identification code;
• Contact details;
• Contract termination date and reason;
• Name and bank account number of the recipient of the refunded insurance premium.
