Recreational craft insurance is a voluntary insurance that protects your recreational craft (a watercraft up to 24 metres in length) against unexpected and unforeseen damage. It is suitable for any owner of a boat, motorboat, yacht or other recreational craft — for leisure, recreation and amateur-level competition.
Watercraft up to 24 metres in length can be insured - including motorboats, launches, sailing yachts, motor yachts, sailing catamarans and rowing boats. The craft must be duly registered in the relevant register.
Basic risks are collision, fire, explosion, natural disaster, jettisoning of cargo, shaft breakage, boathouse risk, berth risk, theft, robbery and vandalism.
Additional risks that can be selected include transport, speedboat use, competition, training, rental, equipment transport, piracy, operational use and commercial activity. To take out additional risks, at least three basic risks must be insured — collision, fire and natural disaster.
Additional equipment is only insured if it is expressly stated in the insurance contract. Standard equipment (installed by the manufacturer) is covered automatically.
You can choose the insurance territory yourself: Estonia, the Baltic states, European countries or specific countries. The European territory covers, among others, Finland, Sweden, Germany, Italy, Croatia, Spain, Greece and many other countries.
If an insured event occurs outside the agreed insurance territory, damage is generally not compensated. The exception is a situation where the craft ended up there as a result of the insured event itself (for example, drifting due to a storm).
The main exclusions include, among others:
- the operator was under the influence of alcohol, narcotics or psychotropic substances
- the operator violated traffic or boating rules
- the craft was operated without the required licence or was unregistered
- damage was caused by wear and tear, corrosion or faulty design
- the boat was left unattended without security measures
- damage was caused by an epidemic, pandemic or declared state of emergency
- internal engine failure or equipment breakdown

General Liability Insurance for Recreational Watercraft Owners
Recreational watercraft owner's liability insurance is similar to motor third-party liability insurance — it does not protect your own boat, but covers damage that you may accidentally cause to someone else while on the water. For example, if you collide with another boat, injure someone in the water, or cause property damage in a harbour. Recreational craft insurance covers damage to your own boat.
Recreational watercraft liability insurance covers third-party property damage, bodily injury and fatalities that you have caused. These are two separate products, which can be taken out either together or independently.
The basic cover includes the following losses caused to third parties:
- destruction of or damage to property (for example, a damaged boat or harbour structures);
- death or bodily injury.
In addition, reasonable salvage costs incurred to prevent or reduce the damage are reimbursed, as well as legal costs in agreed cases.
As additional risks, you can choose cover for environmental damage (for example, fuel leaking from the boat), participation in competitions, training, and use as an operational vessel. Cover for wreck removal and loss-assessment costs can also be agreed.
The cover applies within the territory agreed in the insurance contract — the territory of the Republic of Estonia, Estonian inland waters and the Baltic Sea. The cover also applies while the boat is at its berth or in storage. The recreational craft whose owner's liability is insured must be registered in the relevant register of its country of location (in Estonia, the corresponding register of the Transport Administration).
The main cases in which damage is not compensated:
- the operator did not hold the required recreational craft operator's certificate, or was subject to a driving ban;
- the operator violated navigation rules;
- the operator left the scene of the accident;
- the damage occurred during commercial use (for example, paid passenger transport or rental), unless the corresponding additional risk had been agreed;
- the damage occurred outside the agreed insurance territory;
- the loss was suffered by crew members, or the property damaged belonged to third parties who were on board.
