If you go abroad by car, find out if the MTPL Standard Agreement is valid in the country and whether or not you need to purchase the International Insurance Certificate or the Green Card. The Green Card, the same as MTPL policy, compensates for the losses of other people, for example, the drivers of other vehicles, cyclists, pedestrians, passengers and their property caused by the driver guilty of the accident.

What is a Green Card?

The Green Card or the International Insurance Certificate is and insurance agreement that is signed for a vehicle registered in Estonia and participating in road traffic in a country that is a member state of the Green Card system.

The Green Card is a type of Mandatory Motor Third Party Liability Insurance that provides the same compensation of losses as MTPL Standard Agreement, but has different covered territories, i.e., there are member states of the Green Card system in which the MTPL Standard Agreement is valid as well, and there are member states of the Green Card system in which the MTPL Standard Agreement is not valid and when visiting them by car, the Green Card must be purchased.

Who is eligible to receive Green Card compensation?

Within the Green Card, a person that has been involved in a traffic accident and has not been found guilty of causing the accident is eligible to receive compensation. These individuals can be:

  • vehicle owners or drivers
  • passengers, even if at the time of the accident they were in the vehicle that caused the traffic accident
  • pedestrians and cyclists
  • individuals whose property has been damaged

What losses are compensated within the Green Card?

Losses under the Green Card are compensated according to theWithin the MTPL policy losses are compensated according to the “Traffic insurance law”.

Under the Green Card the same losses are compensated as under Standard MTPL Agreement:

  • Material losses of a third party due to a road traffic accident
  • Intangible losses of a third party due to a traffic accident
  • Damage to the property, including the vehicle, of a third party due to a road a traffic accident

Going to which countries the Green Card is necessary?

The Green Card is definitely necessary if you plan to go by car to the following countries: Albania, Andora, Belarus, Bosnia and Herzegovina, Iran, Israel, Russia, Macedonia, Montenegro, Morocco, Serbia, Tunisia, Turkey, Ukraine.

What is the period of validity for the Green Card?

The Green Card can be purchased for the period of validity starting from 15 days to 12 months.

Ways to purchase a policy

Green card contract can be obtained only together with MTPL policy in the following ways:

  • by filling out an application form on BTA website; BTA specialist will contact you to find out detailed information, prepare the insurance offer and send it to the e-mail address indicated by you;
  • by calling BTA Customer Support Service at (+372) 5 68 68 668. It is possible to pay for the insurance policy during the phone call;
  • by contacting BTA Customer Support Service by e-mail: bta@bta.ee or skype: bta_kindlustus
  • by visiting BTA Customer Service Centre in person;
  • by contacting BTA agents;
  • by contacting BTA insurance brokers.

What to do in case of an accident?

In case accident happened in Estonia.
If someone is injured in the traffic accident, act as follows:

  1. Contact emergency telephone number 112 to call police and ambulance to the accident place, and to the extent possible, give first aid to the injured person.
  2. For the clarification of the circumstances of a traffic accident photos can be useful as well so, if possible, take photos of the vehicles right after the accident, without changing their location, and, if possible, record the contacts of the eyewitnesses.
  3. If you have BTA MTPL policy, regardless of whether you are guilty of the caused traffic accident or not, immediately contact the BTA Customer Support Service at (+372) 5 68 68 668 to inform about the traffic accident and receive instructions for further actions;
  4. Fill out the necessary paperwork, assist Police and ambulance personell in filling out the necessary paperwork by providing the correct and clear information about the accident;
  5. If you suffered losses caused by the other vehicle, claim for an indemnity [link to ways to claim indemnity].


If nobody is injured in the traffic accident, act as follows:

  1. If only two vehicles are involved in the accident, and both drivers can come to an agreement on the circumstances of the traffic accident, no damage has been done to third party’s property and the vehicles do not have such damage that forbids to drive them, fill out the coordinated statement of facts. You must keep a copy of the completed coordinated statement of facts so that you could submit it to the insurer. The party at fault has to submit the coordinated statement of facts to his insurer within 5 days;
  2. For the clarification of the circumstances of a traffic accident photos can be useful as well so, if possible, take photos of the vehicles right after the accident, without changing their location, and, if possible, record the contacts of the eyewitnesses. Later you will attach the photos to the coordinated statement of facts, when filing the insurance claim.
  3. If there are conditions that do not allow to agree on the circumstances of the accident and fill out the coordinated statement of facts, please call the Police (112).
  4. If you have BTA MTPL policy, regardless of whether you are guilty of causing the traffic accident or not, immediately contact the BTA Customer Support Service at (+372) 5 68 68 668 to inform about the traffic accident and receive instructions for further actions.
  5. If you suffered losses caused by the other vehicle, claim for an indemnity [link to ways to claim indemnity].


In case accident happened abroad:

  5. If you suffered losses caused by the other vehicle, claim for an indemnity in the insurance company which represents in Estonia the other vehicle's insurance company. You can find the representing insurance companies on Estonian Traffic Insurance Fund website.
